FRPA Board of Directors Approves Official Statement on Amendment 3

Official Position on Amendment 3

Parks, recreation, and protected open spaces are among the most valuable investments a community can make. Across Florida, local parks and recreation agencies enhance quality of life by improving physical and mental well-being, strengthening community connections, supporting economic vitality, promoting environmental stewardship, and helping communities prepare for and recover from natural disasters.

The return on these investments is significant. Research demonstrates that for every public dollar invested in parks and recreation, communities receive at least three dollars in economic, health, environmental, and social benefits. Parks and recreation also generate substantial economic activity by attracting visitors, hosting sporting events and festivals, increasing property values, and supporting local businesses through strategic infrastructure investments.

Florida's residents deserve both affordable homeownership opportunities and strong, well-funded local services. We believe these goals are not mutually exclusive. Meaningful property tax reform should be achieved through thoughtful analysis, collaboration, and careful planning that considers the long-term impacts on the essential services residents rely upon every day. FRPA supports solutions that balance taxpayer affordability with the long-term fiscal sustainability of Florida's cities and counties.

Florida's future depends on thriving communities. Protecting the local resources that enrich the lives of residents today and for generations to come requires preserving the ability of communities to invest in the services that matter most.   Because the needs and priorities of Florida's communities vary widely, decisions regarding local revenue and service levels should remain at the local level, where elected officials are directly accountable to the residents they serve.

Amendment 3 would significantly reduce the locally controlled funding that supports parks, recreation, and other essential public services, diminishing the ability of cities and counties to maintain parks, preserve natural resources, offer recreational opportunities, and invest in the quality of life that makes Florida’s communities strong, resilient, and economically competitive.

For these reasons, the Florida Recreation and Park Association encourages Floridians to vote No on Amendment 3.

The Association is actively participating in a Coalition of over 20 organizations who are working to encourage voters to become informed on what the result of Amendment 3 if passed would mean to services provided by cities and counties.
